The Alberta government has introduced legislation that would compel licensed child-care facilities to communicate serious incidents and safety concerns to parents in a timely and structured way. Tabled on Thursday, Bill 35<\/strong>, formally titled the Education and Childcare (Securing Parental Involvement) Statutes Amendment Act<\/strong>, builds on notification practices that the province began implementing last June, giving them a firmer legal foundation.<\/p>\n<\/p>\n

Under the proposed rules, daycares and other child-care providers would be required to report not only serious incidents and safety concerns, but also any failures to comply with existing regulations. The province would gain the authority to direct facilities to notify families about ministry-approved safety plans put in place following an incident. Where a provider is unable or unwilling to carry out that notification, the government would step in and contact families directly.<\/p>\n<\/p>\n

The bill envisions a layered approach to communication, drawing on on-site notices, email and app notifications to reach affected families through whatever channel is most effective. That combination reflects how modern families actually receive information, and it suggests the government is trying to close gaps that more traditional notification methods might leave open.<\/p>\n<\/p>\n

Demetrios Nicolaides<\/strong>, Alberta’s minister of education and childcare, framed the legislation as a matter of basic parental confidence. “Parents deserve confidence that their children are safe and well cared for,” he said, adding that the changes would strengthen oversight of licensed child care and give government better tools to identify and address concerns when serious issues arise.<\/p>\n<\/p>\n

Beyond incident reporting, Bill 35 would also expand the government’s ability to scrutinize those who apply to operate child-care programs. Regulators would be permitted to weigh an applicant’s experience, financial capacity and compliance history with other regulatory bodies before granting or renewing a licence. That provision signals a shift toward more proactive vetting rather than reactive enforcement, addressing concerns before a facility opens its doors rather than after problems emerge.
