The LVV carved out exemptions for planning work, measurements, and soil surveys, as well as other steps whose environmental footprint is minimal and can be readily reversed. This distinction reflects a proportionate approach: the agency is not seeking to kill the project outright, but to ensure that irreversible changes to the landscape do not continue to accumulate while the formal assessment process catches up. Environmental impact assessment reports for both sites are expected before the end of 2026, which sets a rough outer boundary for the delay Google now faces.<\/p>\n<\/p>\n Finland’s environment and climate minister, Sari Multala, confirmed publicly that the projects will likely be delayed as a result of the assessment problems \u2014 a candid acknowledgment that the regulatory process will not be short-circuited for the sake of a high-profile investment. That posture matters. Google’s planned investment spans not only Muhos and Kajaani but also the municipalities of Vaala and Hamina, and the company has described the overall commitment, stretching through 2027 and 2028, as its single biggest infrastructure investment in Europe. The scale of that ambition does not, however, exempt it from the environmental governance frameworks that Finnish law has put in place for everyone else.<\/p>\n<\/p>\n What this episode ultimately illustrates is a tension that will only grow more acute as the global appetite for AI computing power drives technology companies to build data centres at unprecedented speed and scale. The energy demands of large language models and the infrastructure required to run them are reshaping landscapes \u2014 literally, in this case \u2014 and the regulatory systems designed to manage those changes were built for a slower world. Finland’s intervention is not an act of hostility toward foreign investment; it is an assertion that the rules governing environmental stewardship apply regardless of the size of the cheque being written.
